Man on man, these are two of the men I missed the most in the Return! Major Briggs and Phillip Jefferies (Twin Peaks Fire Walk retail With Me) were government men and held many secrets to the mysteries of twin peaks. I think David Lynch and Mark Frost missed them too because while both actors have passed away their characters sure as hell didn't. Major Briggs is now a disembodied head floating in the cosmos and Jefferies is a large teapot living in the Lodges.
